County employees are not supposed to refer the public to private companies, unless such companies have a contract with the county. There are regulations and laws against this sort of cronyism.
Cronyism as used by me applies to county employees in the coroner's office. These employees, under color of authority, direct grieving families to select cleaning companies. In return these employees receive a kickback. In some cases they might own the companies.
